State Climate Change Centre

The State Climate Change Centre (SCCC), Uttarakhand was established on 8-Jun-2016 to formulate climate actions with support from United Nations Development Programme (UNDP) and other partners. The SCCC envisages to integrate Climate Actions, State Action plan on Climate Change (SAPCC) - Uttarakhand, Vulnerability and Risk Assessment (VRA), Sustainable Development Goals (SDGs) and Intended Nationally Determined Contributions (INDCs).

Though the SCCC, Uttarakhand was established only in June’ 2016, the Centre has been able to make significant advances over the period of 06 months as outlined above. The institution of SCCC has been supplemented with supporting institutions such as, Climate Action Group (CAG), Sectoral Working Groups on Climate Change (SWGCC), Knowledge Management Group (KMG). The results of the impact assessment models leading to climate VRA of the State up to Block levels provided the scientific evidence base for formulating Climate Actions for various sectors. The State is now in a position to integrate the Climate Actions into the development planning process incorporating SDGs and INDCs. In the process, there has been awareness raising and capacity enhancement of major stakeholders


State Action Plan on Climate change (SAPCC)


The Uttarakhand State Action Plan on Climate Change (SAPCC) was endorsed by the Government of India in March, 2015. Through the SAPCC, the Government of Uttarakhand commits itself to fostering inclusive, sustainable and climate-resilient growth and development of the state. The mission statement of the SAPCC is “Transforming crisis into opportunity” through a range of existing initiatives across various sectors and foster additional efforts to mitigate and adapt to climate change. This vision will be achieved through –


  • Charting a green development/carbon neutral growth strategy and climate-resilient development model;
  • Integration of climate concerns into all aspects of development policy and implementation;
  • Ensuring complementarity with and contributing to the national agenda on climate change.
